Seven police officers fired on the death of a 26-year-old Texas man in police custody

The sheriff’s office in Collin County, Texas, announced on Thursday. The sheriff said the seven officers “violated the terms and conditions of the Sheriff’s Office which were in good working order” while treating Marvin David Scott III, who initially failed to respond and died later at the local hospital.

“The evidence I have seen confirms that these officers violated the terms and conditions of the Sheriff’s Office,” Sheriff County Collin Jim Skinner said in a statement. “Everyone in Collin County deserves to be treated fairly and innocently, including those detained in our prison. I will not tolerate a bit.”

The eighth police officer in question had resigned, Skinner said.

Details of the 26-year-old’s death are not immediately clear. Allen Police Department officials met for the first time with Scott “working in an unusual way” at a shopping mall when he answered calls that disrupted March 14, the department said in a statement.

He raised concerns about his safety “due to drug addiction,” and the department said he was taken to a local hospital and kept in an emergency room for about three hours.

Upon his release, he was taken to a detention center in Collin County where he arrived at about 6:22 p.m., Skinner said at a March 19 hearing. He was arrested for possession of less than two ounces of marijuana.

Sometime after his arrival, Scott began to show “unusual behavior” at the reservation, Skinner said. Skinner did not elaborate on what he meant by the “unusual behavior” or provided further details about Scott’s alleged behavior.

Several police officers then tried to grab Scott in the blockchain, Skinner said. They used pepper spray once, and then put a spit mask – a cover with a net cloth designed to prevent a person from spitting on officials – on the face, Skinner said.

At 10:22 pm, Scott did not respond when he was placed on a restraining bed, Skinner said. “Immediately” received medical attention, but was later pronounced dead at a local hospital.

Skinner did not provide further details about the four-hour period when Scott was arrested. Earlier, seven officials were placed on administrative leave over Scott’s death.

Texas Ranger is investigating the incident, but has not yet released a report on the case. Skinner said a video of the incident, which has not been made public, was provided to Ranger.

Scott’s family said the demolition of the images was “progressive” and “the first step for many more to come.”

“Next, the former police officers should be arrested and prosecuted,” the family said in a statement.

“The [sheriff’s] statement issued today was clear and unambiguous,” attorney Lee Merritt said at the time.

“It wasn’t just a weird thing. It was a mental health problem,” Merritt said. “It’s a big job to disrespect him that way.”
